I consider backlinks of competitor website means how many it has back links and where it has posted the links. For analysis of competitor's backlinks I use SEO power tool(Spy Glass).

Opensite Explorer and MajesticSEO are super powerful tools to track down your competitors backlinks!
Also, you can find a good idea of what their best keywords are for FREE by checking their site out in Alexa.

To be honest I wouldn't care if my competitor has a higher PR than me, as long as I was doing all I could to build links ( and yes I would look at theirs to help with that). I can't do anything about whether they are in Dmoz, and once I've applied for it myself there is nothing more can do about it.
Naturally I look at their SERPs otherwise I don't know that they are a competitor in the first place:)
I would not check for their on-page issues, only mine. I hope they have lots of issues but I wouldn't see any value in looking for them.

I agree with this 100% Page Rank(PR) does not matter as much as people think...
If it did sites would rank in SERP's accordingly, the site with the highest PR would always be in the top spot or at least over the lower PR...
This is not the case... there are site with PR2 five spots above sites with PR5.
PR= 1 of 200 things you eed to do for ranking.

If you can look up their backlinks, you can do the same and this is one way to beat them with their own strategies. IMO it is important to check competitors's backlinks from time to time. Eventually you want to beat them.

Yes, that is why I said "as long as I was doing all I could to build links ( and yes I would look at theirs to help with that)"
