I read that you should only get 10 to 15 links per month on your site. My question is - is that links back to my site or I should only be putting that many on my links page? If I send out 100 - 200 requests (I put them on my site first and hope they link back) I only get 10 to 20 successful links back.

This is a good question but the correct answer differs greatly depending on many factors about your specific website.
Search engines want to see "natural or organic" linking. Definition in the LinksManager Glossary here: http://linksmanager.com/link_exchange_glossary.html#N
The definitions will also take you to a recent article about what Google thinks of natural linking.
10-15 links per month is a good number. You could even do 10-15 per week. As long as you maintain a steady regular growth rate the SE's will be happy. They know how many links your site the last time they visited and the time before that and the time before that. If they see sudden spikes it may get the wrong kind of attention.
Adding 100-200 every month and filtering out the sites that do not respond or reciprocate is a valid strategy. It allow you to have a constant influx of new links but you remove stale links so your 'actual' number of links only grows little by little after the first few months.
This too is a more 'organic' approach to relative reciprocal linking. Hopefully this information helps to answer your questions and addresses your concerns.
