A site has already reached high PR7. Why still needs reciprocal links and link exchanges?
Is there any other ways to remain and improve the top ranks in engines?

You would think someone with a domain like "super-seo-rankings.net", which is all about link exchanges, would be able to answer the "why" question, wouldn't you? ;)

Linking should be done as a branding and traffic building function, not as an SEO function.
Linking has been around long before "link popularity" and "SEO" were terms in the Internet marketing vernacular.
Link to generate traffic from like minded sites for long term success. If you only link to high PR sites in an effort to inflate rankings, you show the search engines you aren't doing it for the end user. Never give a search engine any reason to lower your rankings.

A good PR seems to be one thing, but it doesn't seem to necessarily mean you're site is turning up in the first 20 or 30 returns ... what is your return position?

Why would you ever want to stop trying to get more incoming links. A sucessful site should list all of the things it needs to do to keep the site up and running and become even more profitable. Yes, answering emails and delivering products if thats what you do are more important if you already have a high page rank, but why not spend 1% of your time or whatever trying to get new inpointing links. As they say, in business, you are either moving forwards or going backwards. Do nothing, and competitors may pass you up or your pg rank may decline to 6.

Perfect response! and a very good point! If you stop trying to improve your site for your users and your competitors keep pushing forward you will watch their listing start to climb and possibly your listing start to be downgraded.
I know this for a fact because my personal site used to be in one of the top five results for all search engines [except Google].
After one year of making no changes to my site I went back to those search engines and searched the same keywords as before and my site was listed somewhere after #40 on each search engine.
Just my thoughts and experience.
