Until the search engines can read and interpret Flash code it will be difficult to do any SEO. Flash has a place in websites for some things like advertisements and buttons. But to have a site designed entirely in Flash is not recommended on an SEO standpoint.

The search engines (I have heard) are trying to develop a system that will read and interpret the Flash codes which would help tremendously for those who try to SEO sites that are full of flash. I do not know any further details but that is my 2 cents.

Yes, don't make your pages pure flash, many (if not all) Search Engines have trouble indexing movie files. If you are going to use a lot of flash make sure it's embedded in .html.

The other thing is you'll have to know your audience and what kind of hardware your visitors will be using not to mention what kind of connection to the net they have. Flash will likely be fine for sites such as gaming, technology, etc., but not so good for general interest sites where your users have lower end hardware and/or connectivity.
