When I decline a link exchange due to the webmaster not having the link page indexed am I penalized on my response ranking?

I have not declined 2 of my 5 link requests so far because I emailed them about their intentions of getting the link page indexed first. If I wait 3 days and finally hear back that they added the page to their sitemap etc. or are not going to index the page and I decline... Am I penalized for responding in 3 days instead of 1?

The response rank is only calculated when a LinksManager user initiates an exchange with you via LinkPartners.com. That is the only time we know the date/time stamp of the initiation.

The timer starts once they initiate and how quickly you respond will result in your Response Rank. If you find that people do not have adequate navigation on their home page to their links pages decline them right away.

We count both accepts and declines in the Response Rank but remember it is only figured on an LM user starting a link with you via LP. There is no such thing as an LP to LP exchange. (yet)
