I have done a lot of work on my sites and inbound links lately and can't wait for the next PR update to see how I fared!

I think PR depend on various strategy with inbound & outbound link.
backlink is also important their for upgrade the PR.
because PR will generate by using algorithm.

The recent Google update was kind of surprising. One of my site lost its rank, when in fact I really spent my time posting some valuable keyword rich article and did some link building too. I guess "some" link building is not enough to maintain a position in Google and content is not the king anymore.

PR sometimes jumps all over the range, especially if your site is relatively new. It often takes several months for a site to settle in to a definite value.

Recently I was reading a post about why PageRank has not been updated regularly anymore. The staffer mentioned that there is a FAQ that answers that question straight from Google's mouth.

JMO: I don't think you can break a website down to a value of 0-10 there are just too many things to consider. PR is nice but unpredictable and mine goes up and down all the time; however, content will always be king and linking will be queen and together they will reign supreme! =)

We launched our site our month ago and joined Links Partner two weeks ago. Other sites are linked to our site, but Google Webmaster Tools page says that we don't have any links...Does this take awhile?

Yes, it does. Also, not all links will show up. As far as I can tell there are a number of reasons for that. Without seeing your site, all its links and the sites to which those links point, I can't tell you which ones or why. And even if I study those things, my assessment would really be only an educated guess. Only Google really knows the How and the Why of Google. :)
I can suggest that you keep reading all you can about Google Webmaster Tools and do more research about linking strategies. It shouldn't take too long to get to the point you're able to sift the wheat from the chaff. Also, once some of those links start showing, study those sites to see how they differ from the sites whose links do NOT show. There are definite hints and clues, often in the coding of the site.

I just thought I would repeat it in case anyone missed the first two comments. Do we really need to keep repeating the same information in the same post?
Members please post good content in your posts. Don't simply repeat what everyone else is saying just to get your signature exposure by being the latest poster. We will start removing users that do not contribute some actual content or information to the forum.

I don't recall Google ever saying that it means "nothing". They have taken the position to tell webmasters not to focus so much on it because so many people think PR is the end all of ranking and it is only one of two hundred different factors.
PR doesn't mean nothing but Google is trying to get away from using it since webmasters have developed a practice of trying to "game" the search engines by only swapping based on PR.
I also agree with TOS about it being more of a vanity thing.
LinksManager and LinkPartners have both preached since the beginning not to base your linking decisions on PR as that doesn't work. You should swap with sites of all PR levels as long as they are not blacklisted by the G. Relevancy is much more important than PR.
If someone does have visible proof on a google.com domain where Google is saying PR is worth 'nothing' please let me know as we would like to write an article and provide links for our users for the official position of Google.

Of course Google's own site has a PR10 they invented PR. They do *not* have to abide by their own rules - or so it seems.

That is true. I never bothered to check before but Yahoo is PR9 and Bing is PR8. However my rock & roll site goes to PR11.

As per my knowledge google or any other search engine updates PR of every site after three to four months. Mean while there will be only quality backlink will remain and other will be deleted by administrator of the site. Just don't bother about PR I suggest you to bother about the web traffic.

You have to install the Toolbar twice to see values above 10.

I have also done a lot of work on my site and have been building my list of link partners. I have links listed in Yahoo but not in Google. How long does it take for Google to recognize new backlinks to your site.

Actually Google probably has counted many of your back links already but their system reports incorrect information. You see a few years ago Google introduced the search that would allow you to see your back links they have found. The added it to their advanced search but later in the year they changed the syntax but didn't update their own systems.
So if you search Google or use their advanced search you will be told to use:
link:www.domain.com - and you will see little to no results; however,
if you use a different syntax like:
link: www.domain.com - you will see the proper results.
Amazing how much difference a ' ' space makes. That space is necessary between the 'link:' and the 'www.domain.com' part.
Hopefully that will give you a better picture of what Google is showing for your backlinks. Please also keep in mind they will *not* show you all the links they count only a large portion of them.
If they showed all the links they count it would be too easy for a smart webmaster to abuse the system. To prevent people from reverse engineering the algorithm they withhold some of the results.
