you can put those links in a widget in the sidebar of your blog or website.... blogger has the feature called blogroll.

It is best to create a specific page for your resources and links. Yes the BlogRoll will work but after you have added 100 sites you then violate Google's guidelines about no more than 100 links per page or you will be seen as link farming.
Plus what visitor is going to sit there and scroll through the 200 links in your BlogRoll. It just doesn't make sense for the site in the future. In the beginning I would agree to use the BlogRoll but after your first 20 you should really have a page devoted to your linking partners.
And by a page I do not mean putting all of them on one links page. That is gross. Users hate it and potential link partners hate it. That is why categorized and organized links pages are the best option for you, your site, your visitors and the search engines.
How would people like it if they came to LinkPartners to look for sites and we just had one page of 30,000 links. That would be a nightmare!
So create a new page in your Blog program (if they allow it) or CMS system and start building your links campaign there. Add 4 or 5 good categories your users would find beneficial and then get a couple of sites added to each category so people don't find blank category pages. (that is a turn off too).
Hopefully this is helpful.

for forums a separate page with all the links would be a good idea but I don't think blogs have that much links. Blogs usually have 10-12 links only and I don't think a separate page is needed for that.

Davey,
What???
Blogs should have more than 10-12 links. I have clients with blogs that have hundreds of links. Who in the world would stop at 10 links and say that's enough because I am a blog?

oh. well then it will be just me.. but I don't think personal blogs will have a lot of links... they might have at the most 20 favourite website - the links of which he will put in his blog.
And I agree with you popular websites have a lot of links...
I just checked Digital Inspiration's links list - he has got hundreds of them.

I wouldn't even put my link on a site with more than 30 outbound links (preferably 20). Anyhow, sites with too many outgoing links look trashy. I'd go for the home page if possible but a quality links page (or better yet a blog post) would work too.
